To open Aadhaar Enrollment Center in your locality, you have to aquire UID certificate which you can get by appearing mock test and also you need to register for CSC .

If you have your own premises then you can give that on rent to any agency and also become a manager of the centre. Steps to open a Aadhaar Card Kendra :
- First of all, candidates have to pay examination fees by Challan at nearest State Bank Of India branch.
- Then after obtain the Applicant's Counterfoil Copy of the Application Fee Payment Challan duly receipted by the Bank with (a) Branch Name & Code Number, (b) Journal/Scroll number, (c) Date of Deposit & amount filled by the Branch Official.
- Candidate must make fee payment at least two weeks in advance prior to the tentative Exam date.
Before applying Online, the candidates must possess the following:
- Valid personal e-mail ID.It should be kept active till the completion of the exam process as they may get any notification from the testing / certification agency anytime.
- Valid mobile no.
- Scanned passport (pp) size photograph in JPEG format of less than 30 kb.
- Scanned Signature in JPEG format of less than 30 kb.
After that, apply Online by visiting the website http://uidai.nseitexams.com
The candidates should retain the print out of Admit card with them and will bring it with on the day of examination.
The candidates are required to bring a photo identity card also along with their printout of Admit Card & counterfoil of the fee payment challan on the day of examination.

Candidate will be required to select "Level of Exam" as UIDAI Certification for Operator - Supervisor or Operator Child Enrolment Lite Client at the time of registration for the test.
Candidates have to bring the Original Bank Challan and Valid ID Proof along with Admit Card on the examination date. Original Bank challan will be collected at the time of exam.
There will be given 1 hour and 45 minutes for examination, which are only multiple choice questions
There will be different questions in examination:
For Operator/Supervisor Certification: 75 Questions.
For Operator CELC: 50 Questions.
Based on the aggregate marks scored in the test, candidates will be certified either as Supervisor or Enrolment Operator
Once you have passed the exams you have to fill the necessary documents and purchase hardware like bio-metric devices, web cam, laptop and printer.
These days, UIDAI is approving centres based in government premises only. Kindly ensure that you get a letter from some government official (Gazetted) allowing you to work in a building under him for the purpose of aadhaar enrolment or you may contact a PSU bank for the same. Most of the PSU banks a registrar under UIDAI and have been asked open a PEC in a minimum of 10 percent of their branches

About Aadhar Card
Aadhaar is a 12 digit unique number issued by the UIDAI to the Residents of India based on the demographic and biometric information of the Resident.
The Unique Identification Authority of India (UIDAI) is a statutory authority established under the provisions of the Aadhaar Act, under the Ministry of Electronics and Information Technology.
Early, UIDAI was functioning as an attached office, then Planning Commission, Later, on 12 September 2015, the Government revised the Allocation of Business Rules to attach the UIDAI to the Department of Electronics & Information Technology (DeitY) of the then Ministry of Communications and Information Technology.
UIDAI was created with the objective to issue Unique Identification numbers (UID), named as "Aadhaar", to all residents of India that is
- Robust enough to eliminate duplicate and fake identities,
- Can be verified and authenticated in an easy, cost-effective way.
Under the Aadhaar Act 2016, UIDAI is responsible for Aadhaar enrolment and authentication, including operation and management of all stages of Aadhaar life cycle, developing the policy, procedure and system for issuing Aadhaar numbers to individuals and perform authentication and also required to ensure the security of identity information and authentication records of individuals.
The first UID number was issued on 29 September 2010 to a resident of Nandurbar, Maharashtra. The Authority has so far issued more than 120 crore Aadhaar numbers to the residents of India.

Activities of Enrolment Agencies:
- Procurement of Devices and other requirements as per Checklist for setting up Enrolment Centre
- Enrol Operator/Supervisors and Register and Activate them at UIDAI
- Get first Operator enrolled by an authorised EA operator
- Send data packet and User management sheet for this Operator to CIDR
- Receive UID and go ahead for this Operator to start enrolling others.
- Get other Operator/Supervisor and Technical Administrators and, if so, Introducers as well , enrolled by the first operator
- Send their data packets and user management file to CIDR
- Receive UIDs
- Register them for certification exam by TCA
- Personnel certified and Registered in CIDR can go ahead and enrol other Introducers, Residents
